Car frequently stalls at low speed

Car frequently stalls when coasting at low speed or braking to a stop. Only occurs while in gear. Occurs less frequently when weather is cold.
Have cleaned throttle body and changed fuel filter.

What does it feel like when it is at a stop in gear like when your in traffic. Does it feel like it wants to move forward all the time?

Seems the idling speed is too low or erratic.
