1993 TOYOTA 4RUNNER WILL NOT START FOULING THE PLUGS PULL THE FUEL PUMP RELAY TO STOP IT FROM PUMPING GAS IT STARTED

You'll have to find out how that fuel is getting in there. Start out using a fuel pressure gauge to determine if the rest pressure leaks down when the key is shut off. That will tell you whether it's an electronic issue or mechanical failure.
