You should have this checked to see if it's a starter or not. There are fusible links that can burn out attached to the starter. They will give the same indication.

The voltage is good at starter but turn the key to start it goes to about o.

Charge your battery and have it load tested. Most auto parts stores can do this. Also check your charging system.

The battery is new I tested the volts at the starter and was 12 but try to start it and the volts drop at the starter The starter has been tested and the nutruel safety switch replaced

If the votage drops that is usually anindication of a bad battery or cable, etc. If the starter has been tested, it sholdn't draw over 250 amps if it draws more than that it's bad unless you have sometype of engine problem that is not allowing the starter to work.
