1992 Toyota Paseo starting issues

My car won't start. It cranks but will not start up. I have replaced the spark plugs, plug wires, distributor cap, and the ignition control module. It is getting fuel and spark but I can't figure out why it won't start. It tries to but just won't. I'm at a loss so are the mechanics I took it to please help

If its getting fuel and spark try checking the valve and ignition timing-start here

The mechanic should be checking fuel pressure, spark and injection pulse and running a scan for fault codes, has this been done.
