1992 Pontiac Transport back tire won't Move

92 trans sport has sat since 2009. She needed a fuel pump and receiving module.
Replaced those and Got her moving once again. We thought we were good to go but no such luck. The back passenger tire is locked up.
What are the possible causes and fixes?

If the parking brake was set, a cable may be rusted tight in the applied position. Otherwise rust likely formed on the inside of the brake drum and rusted it to the metallic chips in the brake linings. The same can happen with disc or drum brakes. Usually the rust will break free with applying the brakes repeatedly while going forward and backward numerous times.
