Are these v-belts? If so, there may be an outside belt that you have remove first. If ac belt, loosen the bolt on the adjusting bracket then rotate the compressor enough to get slack in the belt, remove belt. The power steering pump should have an adjusting bracket, you loosen the bolt, rotate pump enough to get slack in the belt, remove belt. Installation is reverse procedure.
If that is a serpentine belt, then there should be a tensioner.
