There are so many things that could cause a rich mixture from fouled plugs, bad 02 sensors, computer issues. There really is no way I could possibly answer your question with the information that I have. Did it fail emmissions? Do you have that sheet? And can you tell me what is to high? Hydrocarbons, nox, ect. Then I would have something to go on.
