What is wrong with my 92 Honda Accord? The engine surges in idle and park position. Could it be a vacuum seal leak?

The idling speed is too high and possible causes are :
1. Lack of coolant.
2. Clogged coolant hoses to IAC and FITV.
3. Stuck Fast Idle Thermal Valve (FITV).
4. Idling speed adjusted too high.
5. Leaking vacuums.
