The speedometer bounces when it is cold outside

The speedometer bounces when it is cold outside. But it quits bouncing after the car runs a while. It works fine in the summer. What could be the cause?

Inspect and test the vehicle speed sensor and also check speedometer head-

92 not sure if that has a speedo cable which if so would tend to get sticky in the cold if not lubed properly. Could try removing and oiling when weather is nice?
