My front drive shaft engages, but the wheels wont turn. I have checked the voltage going to the acctuator, and I have 12 volts. Where do I go from here.

You may have 12 volts but is it pulling in the sun gear for the 4 wheel drive. You need to verify the ground on the other side.

Use your voltmeter you used to check the other side for power on the front axle. If you have power, then it is not grounded. If there is no power, it is grounded

There are two wire plugs on the acctuator, I unhooked them and used my voltmeter to test for 12 volts coming to them.
