Car has no power to anything but horn and won't start. HELP?

I parked my car about 6 months ago and recently tried to get it started again. I replaced the starter and battery, though when I was done I still had the same issue. There is no power going to anything in the dash or under the hood. I have power to the horn as well. I have checked all of the fuses but do not have a multimeter to check the relays and such. Is there a breaker on this old of a car? Is there a fuse I'm missing?

I have my father bringing his multimeter tomorrow and he is also going to be looking at the car. Any help would still be greatly appreciated as he is NOT a mechanic.

Have you checked the negative battery cable to ground the other grounds. Also made sure the battery cables are clean and tight?Also that the positive battery lead is clean and tight going to the under hood fuse box and that battery voltage is going to it.
