Engine misses at higher RPM, fails smog

I recently failed CA smog due to high hc @ 2500 rpm. Replaced plugs, wires cap and rotor. Noticed engine missing at 2500 rpm. Narrowed down problem to EGR VSV not getting power (I connected battery directly to vsv and missing stopped).

Do I just replace the ecu or could something else be bad causing the ecu not to send power to the egr vsv?

Its the ECM/ECU the switches the vacuum switching solenoid for the EGR valve

I just replaced the ECU and no change, the engine still misses @ 2500 RPM. If I disconnect the EGR VSV OR Attach a battery to the EGR VSV the missing stops.

I don't know where to look next.

High hydrocarbons-can be cuased by ignition misfire, low compression and lean misfire
