What do I need to do to remove and replace the front oil seal on a 4 cylinder 1991 toyota camry?

You need a repair manual, damper puller and torque wrench

CRANKSHAFT FRONT SEAL

Removal & Installation
Remove timing belt and crankshaft sprocket. See TIMING BELT under REMOVAL & INSTALLATION. Using a knife, cut off oil seal lip. Pry seal from oil pump housing, using care not to damage sealing surfaces.
To install, apply grease to lip of new seal. Using hammer and Seal Installer (SST 09226-10010), install seal until seal surface is even with oil pump housing. To install remaining components, reverse removal procedure.

Just a side note
make sure its the front seal that is leaking and not the oil pump seal and gasket
oil pump seal and gasket is very common
