I have a 91 pontiac sunbird 2.2 litre the key turns you can hear the fuel pump kick on but car wont crank or tun over. There is power for the lights etc. Could it be a starter?

Yes it could be if the car is in park or neutral it should start. If it starts in nuetral but not park it might be safety switch on trans. Make sure your battery terminals are clean, have the battery checked out as well, they are usually good for 4 years after that they are on borrowed time.

I dont think its the battery we did just replace that. It was running fine and one day last week I went to start it and it wont do anything, other than light up and turn on the fuel pump. I did not try to start I in neutral though

Then it's probably the starter as there are no fusible links on that circuit. It could be an ignition switch but I kind of doubt that. Sometimes you can jump it with booster cables and it will start to so you can drive it to a shop.
