75-80-% of the time it stalls out. When it does run it has hard time starting after being turned off.I have found that when I hold the key all the way to the right it will run. No heat, no defroster etc.I got an estimate for $800, did I hear that wrong.

You definitely are getting conned if my suspicion is correct. I believe the ignition switch is bad and that should cost you less than two hundred bucks inclusive of labor.
