I need to know how to get the plastic cover for the license plate light off so I can clean it cuz I keep getting pulled over because they said they can't see my plate n I just put each new bulb in but the plastic cover is so dirty it dims the light

You shoudl be able to gently pry it off. Be careful though as you can crack it. Dot it one side at a time.

Do I just undo the screws on the plastic part or the metal around it aswell and the screws are in there realy tight how do I go about loosing them up?

that is unusual that they are so tight. they might need an impact hammer to remove them. You can borrow one form Advance Auto or Auto zone.
