Why is truck making a whining type sound that stops when the gas is applied

The sounds also changes slightly when I turn the wheel. It may be unrelated but it also makes similar sounds while in reverse.

It might be a powersteering pump. Have a pro look at it they normally don't charge for an opinion.

I've heard that it could effect my braking power or cause brake failure. Is that true?

It wold only do that if you had a hydraulic unit for a braek booster and I don't think in 91 that was done yet. If you have a hydraulic instead of vacuum brake booster then it would if hte pump failed.
