1991 Chevrolet Cavalier timing question

Is it possible to time a car correctly if it has a bent valve I took it to a shop to get the timing gear set replaced but it had a bent valve so I had that fixed and now its out of time just wandering if he timing wasn't right in the first place or could having the head off throw it off

Yes, the timing can be set right and still have a bent valve to make it run terrible. If you had the valve repaired, then all the timing was undone and re-timed in the process. That's a lot bigger job than the timing belt was.
