Why is my speed off?

When I drive, and go over 30mph, the speedometer pretty much stops there. At first, the rims and tires were the wrong size. We got that fixed, but it's still wrong. I know this because I used a GPS to compare speeds. How do I fix it and what's wrong? Could it possibly be a fuse issue?

Check the Vehicle Speed Sensor, located on top of transaxle, below the thernmostat housing.
