What does it mean when the voltage is below closed limit?

It means the TPS voltage is lower that what computer is expecting.

TPS (Throttle Position Sensor) has a closed value in volts and a WOT (Wide open throttle) value in volts.

Generally when you change the TPS, you must reset ECM to get the closed throttle value.

For example, if ECM closed value is.7V and (stored in computer) and actual closed value is.6V then you will get an error.

To reset the value, disconnect negative battery cable for a minute or so and closed limit will be reset.

It is also possible the TPS is bad, giving eratic voltage readings.
