1990 Dodge Dynasty engine electrical

I would like to know if I need to replace my car computer and voltage regulator. I recently had a problem with the car charging system. I recharged the battery and then I tested the charging system. The car was then taken to the local parts store and they found out that the battery was bad. It was replaced for free under the warranty. I read that in the service manual that I had that the regulator is internal to the computer and they must be replaced together. I replaced the alternator 2 years ago with a rebuilt unit and I did not find it to have any screeching or howling noises were made when I checked the charging system. The battery seems to below and the voltage gauge on the dash indicate that it is running on low volts.

The voltage regulator is inside the alternator. Check the fusible link seen in pic. Use a volt meter it should be the same on both sides. Then have alternator retested at auto parts.
