1990 Chevrolet Caprice Windshield Wiper Problem

Hello. I took my car in to a local/national chain repair shop for a wiper issue. The pump would not work that distributed wiper fluid and on rare occasion the wipers would not stop ( would work on all levels of delay) but would not stop. I would adjust the lever on the steering column and the wipers would seat/stop PRIOR to service. The shop told me even after replacing the entire circuit board and assembly, they can not get the wipers to stop or the pump to work. They stated they checked the grounds, wires and all are good. They also told me that now (high speed) is low and (low speed) is high after the replacement. They put the original parts back in and said they could not resolve the issue. I used to adjust the lever on the steering column also to get them to stop (and it only happened when the engine was cold). They stated my options are take the car back with the non-stop wipers or let them disconnect them. Is there a solution for this besides what they said?

This sounds like a wiper switch problem, or a supply voltage to it is missing. That would typically be due to a broken wire or corroded connection. There are two feed wires to the wiper motor. One turns the motor on. The other one is there to keep the motor running to park it after you turn the switch off.
