1989 Ford F-250 starter keeps turning

Starter keeps turning even though the key is off and out. I was having to turn key back to run position after starting engine

The starter relay may be hanging up test it with a test light/ voltmeter. Or it may be the ignition switch

Should be on fenderwell by battery if not it's on the starter. It could also be the starter drive hanging up but check the relay first.
