How to find problem with code 54 1989 e150/4

How to find problem with code 54 1989 e150/4.9 engine iat/act/vat it is not in the air intake system that I can find I know its not vat. There are no other wires going to intake other then throttle position sensor/idle air control valve no wires to air filter housing so please dont tell me its in the snorkel going to the air filter

Simply put, make sure the air charge sensor in air filter housing is hooked up. Make sure the connector is good. Make sure there are no broken wires.

Other than that, replace the sensor
