My 1989 chevy 1500 4x4 350 TBI is sputtery, and cuts out sometimes. Sounds like it has a miss if standing at backside of truck by exhaust. Has new fuel filter, plugs, cap and rotor, thinking maybe be the fuel pressure regulator or possibly the TBI itself. It has a newer 350 TBI Crate motor in it, and it's got a new fuel filter, plugs, cap and rotor, not sure where to go next.

Check MAP or MAF sensor whichever you have. Map has vacuum while maf has heated 'wire' that gets dirty.

I am not 100% sure on which of those I have. Any easy way to distinguish the two?

You dont have a MAF only a MAP. You could try a ignition control module.
