1988 Ford F-350 Cant Shift into gear

I have a 1988 Ford F350 Truck with a 5.8 L engine with an automatic transmission. It will start but cant turn the truck off with key. I also notice that the truck will not shift out of park, It is stuck in the Park position. Also the steering wheel is locked. Is this an ignition switch problem? Can the ignition switch cause the truck to be stuck in the Park position? How can I go about finding the source of the problem?

It what called the ignition rack unit. It is a little gear driven unit in the column and when it breaks this is what happens. The part can be purchased at your local parts store and you can fix it yourself if you are mechanical with the help of a repair manual.
