1987 Gmc C1500 Could Timing Cause 87 Serria 350 Fuel Injected Motor Hard Starts

Could the timing cause 87 gmc serria 350 fuel injected motor cause hard starts and idle surge on start up but once it warms up it smooths out if not any other ideas done replaced tps and temp sensors and vacum lines any ideas on what else it could be would be great
