i have an 87 ford ranger and i am getting fuel to my rail but none is being injected into the cylinders

it will try to start what i spray starting fluid in the intake but will not start i have good pressure at the rail what would keep it from injecting?

you should have 30-40 psi at rail, your fingers or a rag can't read that.if the injectors are working thensee if they are getting power.
