I have changed the MAP sensor, IAC, checked all vacuum lines, wiring, but still it idles WAY too fast. Cant find any other reason why it wont idle down, including unhooking the cruise arm from TBI. There is no fast idle soloniod that I can find either. Any other ideas I haven't thought of trying?

This usually is a vacuum leak problem so you were on the right track. You can try pinching the hoses closed. If one brings the idle speed down move on to the hoses that branch off and pinch those. You can also spray water on the engine while it's running and still cold. Look and listen for water getting sucked in through an intake manifold gasket.
