1986 Mercury Sable Fuel Tank Strap Bolts Stuck

I'm trying to replace the fuel pump on my Sable, and I can't get the strap bolts off the fuel tank. They came out about half-way, and now appear stuck, even though there's play on the assembly. It looks like some kind of bolt clip above and below the bracket, and a 'keyhole' kind of opening that allows me to get my fingers up there for access, but no tools. Is there some kind of locking mechanism on the back side of the bolt I can't see? I've used a pneumo on it with no luck. It just spins in place. HELP please!

It's been awhile, but if I recall, on an 86, there are j-bolts that the strap mounts to. I hate to say it, but your only choice may be to cut the straps and replace them and the bolts which will also need cut.
