Where is fuel relay and or fuse, to check if it electrical problem, before I pull out pump.
The access ports are on back side of tank, at @45 degree angle. Is there enough room to get pump out without dropping tank?

Do you
have the same problem?

Before throwing expensive parts at it, you need to verify power to the pumps. Get a voltmeter or test light to check for powers and grounds. Check your fuses for power as well.
Look at all the wiring for frays and breaks.
No, I believe the tanks must come down for access.
