'86 Silverado Help

I am looking to increase the mpg on my '86 Silverado and was considering a few options: replacing the current 650 CFM 4-bbl carb with a 2-bbl lower CFM carb; converting it to a a TBI system; or converting it to a EFI system. Which would be the easiest and most cost efficient?

The easiest would be the 2bbl. But if you keep your foot out of the 4bbl on it, the mileage would be about the same. As far as the others, there is too much work to get it done.
