What causes the engine to go wwuuhhaaa and not accelerate.

Too tall of a gear, like starting out in 3rd. Or not enough fuel or not enough ignition advance. Fuel could be MAP sensor or fuel restriction/weak pump. The ignition timing is the distributor position and internal centrifical mechanism.
