Blows off the oil fill cap.

I have a 1985 jeep cherokee with a 2.5 inline four. The jeep seemed to be running a little rough one day checked the timing and found that the timing was dead on. After we shut it and cranked it again found that the oil fill cap shot off the valve cover. We cranked it again with someone holding the oil fill cap when we cranked it the truck ran for 10 seconds and blew the cap from their hand and seemed to burn their hand.

OUCH ! With that much back-pressure.I'll guess you have broken compression ring (or rings) somewhere. Run a compression test on the motor, that should tell ya the story.

Sounds like you have some serious "BLOW-BY"

It sounds like the the rings/ or a piston are allowing the Combustion gases to enter the crank-case, and not being trapped in the Cylinder(s), as they should be.

A compression test is in order,

It may determine if its limited to one cylinder or more than one. Maybe you could get by with attention to only one cylinder. Kinda have to weigh out that, against a rebuild, dependent on your specific situation.

It really doesn't sound like an EZ quick fix. Sorry
