Do you have a turbo charger?

That appears to be a drain back tube into the oil pan, and it's capped off with a low-pressure hose clamp. There WILL be low pressure in the oil pan. That may have been used on a turbocharged engine. Oil is pumped to the bearing, then it runs right back to the oil pan and takes its heat with it.
Is that hose you found hanging down from the firewall and is it about 4" long with a 90 degree bend in it?

The hose is connected to the fuel pump thing

All I see is the oil filter above the tube, and the tube is capped off. Is that actually a rubber cap or is it the end of a hose that tore off?

No thats the capped off one the other tube is kinda hidden and the other tube is connectted to the fuel pump thing and idk
