On a 83 Volvo GL station wagon,
can the drivers side seat rails be
extended to provide more leg room?

It can be done but it requires welding works to extend the rail mounting points.

What do you mean by works? Will this mean relocating 4 mounting points or 2? Are there any after-market parts (longer rails?) Available? Can the old parts be reused? If not, could you recommend a
good place to obtain what I would need? Thanks for helping, I know I'm asking alot of questions, but I don't think I can operate the clutch safely without some more leg room.

No, there are no after market parts. You need to fabricate the extension, maybe with the help of a machinery shop. One way of doing it is to make an extension for all the 4 mounting points to move the seat rearwards, but forward would be not as far as it is now.
