1982 Chevy Monte Carlo Blower Motor only runs on "High

I have replaced the Blower Motor Resistor, and the fan switch. The plug on the back of the fan switch has power to 3 of the 4 wires coming in, no test light up on the orange wire. Is is possible that the Blower motor itself is bad?

Use direct power to the blower motor orange wire to battery positive terminal and black wire to negative terminal of battery. It don't come On -replace the blower motor. and also check orange wire from blower side to the resistor for continuity-no continuity orange wire is open
