Both passenger and driver's seat have this wicker? Type support for the padding. This material has degraded and the foam padding no longer has any support. How do I replace this or rig something else in to keep the padding in place?

I do not have information on your vehicle but I am familiar with the material.
Check on-line into reproduction parts or even into fiberglass or other types of woven mats. You might find that you can get some material you can cut and fit in. You will need good pliers, or the pliers that re-upholsters use are called hog ring pliers, and new hog rings to remove all the rings, hog rings, that hold the seat upholstery on to more easily access pads if needed.
I hope this information helps.
