310 Datsun 1980

When the car is not in gear, the engine's RPM drops to around 250 or promptly stalls out. I have replaced the Air Filter, Spark Plugs, Distributor Cap, and Spark Plug Wires. The car starts up just fine, it's staying started that is hard. Once I have started the car I have to keep my foot on the accelerator or the car will stall out. The conclusion my friends and I have come up with is the throttle is not working properly, however we are not mechanics so I came here for a second opinion.

Check the ignition timing and adjust the air/fuel mixture screw and the curb idle speed-start here

Should I take it to a mechanic to do that stuff? Or can I check that on my own? If so where can I find those on a 310 Datsun?
