Take the carb off and clean it up. You can try some carb cleaner. Maybe it needs a carb kit?

Is there any way to clean the intake with a pipe cleaner or something?

If your talking about carb passages, you can try a stiff wire.

I am not sure what you mean by carb passages. I have sprayed carb cleaner in the carb by taking off the oil bath filter. I have also blown throught the filters to make sure they are clear. When I blow through the new fuel filter attached to the carb it is not clear. I can blow air through but it resists more then when I blow through the filter. Is a thin wire better to use to try and clean out where the fuel filter screws into the carb or a pipe cleaner?
