Whinning noises from under the hood.

When the car starts there is a whining noise from under the hood. I know I need an ac pulley but not sure if that is what is causing the noise. It is louder when it is cold. It also sounds like the whining revs up when you press on the gas. It also makes that noise when making a turn. I have replaced the power steering pulley and belts. Please let me know all the options it could be.

Check the fluid in the power steering reservoir first. If its at the proper level then is it dark. If so flush it with new fluid. Did you replace the pump and pulley or just the pulley? If just the pulley and it still whines with clean fluid then id say the pumps on its way out. If you replaced the pump already then there could be a restricted power steering pressure line. If that's clear then the rack an pinion is to blame
