No crank no start

When I try to start my car the dash lights and everything shuts off no start no crank. I hear a clicking noise at the fuse relay under the back seat and at the steering column. I have twelve volts at both fuse relays. I changed the ground block and still the same. Is it my starter or the ignition relay in the steering column?

That would indicate low battery voltage due to a connection problem or just bad battery. Just because you have twelve volts does not mean you have the capacity to operate the starter.

I put a new battery in as well.

I replaced the battery and it still does the same.

The issue can be further down the circuit. You are losing voltage somewhere there. Check all cable connections at all points the power supplies and grounds attach.
