I recently had the transmission replaced by DIY mechanic, changed the ignition but now the vehicle will not move forward or backward after starting it up. Is there some kind of reset or reboot necessary to do to the ECM or other "brain" system to the vehicle?

If the tap values were not reset then you may not have any gears which a mechanic or transmission professional can do or he did not install it correctly and torque converter was not installed all the way and when he started it broke the gears in oil pump. Tap values are transmission adaptive pressure information.
