It will not go past forty five mph and max twenty five mph up hill

It will not go past forty five mph and max twenty five mph up hill. When I press down hard on the gas it bogs down. When not in gear the engine runs fine. Checked the fuel pressure it is fine, still replaced the fuel filter though. Any thoughts?

Scan for codes and check for a clogged/blocked catalytic converter.

No codes, converters not blocked, tested the vacuum, map, plugs and plug wires, it's not miss firing. It idles fine just no power when driving
