2001 Toyota Corolla FANS THAT WON'T QUIT

Both engine fans (ac and heater) run continuously when engine is running no matter what. Took it to an authorized Toyota repair dealership. They cannot find the problem and say its somewhere in the wiring. Another mechanic cannot find the problem either. What do you say?

The fan switch is bad or the fan relay is stuck. I would bet on the fan switch, and it could be a bad connection, since the fans will run all the time if the fan switch is disconnected.
