1995 Toyota Corolla why does the cigarette lighter not work

the cigarette lighter and speedometer light not work, we checked the fuses, and they are all okay.

Cigarette lighter should only work when ign. is on, remove and check for 12V at connector. If no voltage at connector then there is a fuse blown.
Speedometer may be a bad sender, or cable if it uses cables.
