Excessive shim clearence would cause a definate click, it takes a special tool set to remove shims, excessive clearence will also cause premature camshaft lobe damage.
Vacuum leaks will cause a high idle and this would most likely be caused by cracked vacuum lines, injector seals, or intake manifold gasket leak.
Proper shim clearence is .008 on intake and .010 on exhaust, shim clearence is measured on a COLD engine.
