Hard starting and not starting issue

This does not happen all the time. When it does, it is the first start of the day and it is raining or wet outside. The car has a hard time starting or will not start. Battery power is there, new distributor cap, rotor, plugs and wires were just installed a month ago along with a new fuel pump and fuel filter (2). Two new filters changed just in case. Seems like it maybe a fuel issue somehow. From the feel of it and the way it sounds. Would the weather(dampness) have anything to do with this? If not, what could cause something like this to take place?

You say it does not happen all the time. If it happens again, have someone turn the engine over while you look under the hood. It should be rather dark out that way you can see if there is any wire that is arcing to a ground or other wire. It may be just moving the wire a little. I have seen it happen before.
