1996 Saturn SL2 engine won't rev over 4200 rom

1996 Saturn SL2 4 cyl Automatic

engine techometer won't exceed past 4200 rpm. It just dies back down. I need to past emissions ASAP

If your in park or neautral that's normal that's your rev limiter kicking in. Your pcm controls that so no worries there.

Even while driving won't go over 4200 rpm's
we just did a tune-up.
