1989 Saturn SL1 4 cyl Two Wheel Drive Manual

I checked my starter, it was tested and passed. I put it back in and it worked, now it doesnt. I checked the clutch switch plate, it was clicking but now that isnt. Can it still be my starter, the fuse or is it the clutch plate switch

Do you have a multimeter?Does your starter click when you try to start it?

It does not click anymore - no I do not have a multimeter. Could it be the starter relay?

The starter relay's don't fail often getting a multimeter and testing the starter circuit to find the real problem is cheaper then just guessing.
